Housing Authorities Reclaim Their Narratives with Ceisler Media’s Help

Ceisler Media works with several housing agencies to promote positive news and clarify complex messages

Ceisler Media has a long and successful track record providing strategic communications support to an array of housing authorities. Housing authorities face significant communications challenges that we are well suited to handle. These big, complex organizations sometimes have inefficient processes, issues building trust, and regularly must manage crisis situations.  

For our housing clients, we provide communications support, manage media relations, coordinate social media, design marketing materials, develop messaging for internal and external audiences, write public remarks and statements, and provide advice for legislative and policy issues along with community engagement initiatives. Our experience working in this important space totals an impressive 36 years.  

Philadelphia Housing Authority (PHA):  

Ceisler Media has worked collaboratively with PHA since our initial engagement in 2010, and continues to support their team’s media relations coordinator and marketing specialist with several daily tasks, including:

  • Social media content and responses 
  • Planning calendar 
  • Comment moderation

 

We are in regular contact with staff members to provide strategic support for content strategy and have created social media toolkits and graphics for select campaigns.  

Ceisler Media also provides media relations support for PHA, working directly with the authority’s CEO and communications director. Media relations support includes:  

  • Staffing of press conferences 
  • Preparation of advisories and press releases 
  • Issuing advisories 
  • Issuing photos and videos along with press releases post-event 
  • Following up with media contacts 
  • Acting as liaison with reporters 
  • Monitoring for clips and handling corrections and inaccuracies 

 

This support also includes collaboration with other stakeholders, including the Mayor’s Office, state officials and representatives of HUD.   

We supported PHA’s re-opening of its Housing Choice Voucher waitlist in January 2023. This included development and placement of print and radio ads and development of social media content, as well as monitoring and responding to applicant questions on social media. 

Other key projects in recent years including serving as a critical support to PHA during crisis communication situations, supporting a new website launch, digital support for the Sharswood Blumberg Choice Neighborhood Transformation, and assisting with a mayoral candidate forum.    

Chester Housing Authority (CHA):

Ceisler Media began working with CHA while the agency was in federal court receivership. We collaborated with the executive director and executive team to generate unprecedented positive media coverage for this formerly beleaguered housing authority, to make the case to the community and public that CHA had earned the ability to be freed of the receivership.  

One year into our partnership, CHA regained local control. In addition to media coverage and resident communication, we produced an annual report touting the agency’s accomplishments every year. We remained with the agency for seven additional years, bringing continuous public awareness to the work CHA was performing on behalf of Chester’s lowest-income residents.  

CHA re-engaged Ceisler Media in 2025 to focus on communications planning, social media strategy and media relationships. As part of that work, our team secured a front-page story in the Delaware County Daily Times about the authority’s Ruth Benneth Community Farm, which provides job skills and food to residents. 

Housing Authority of Baltimore City (HABC):

By working directly with HABC’s executive leadership team, Ceisler Media provides communications services to support HABC’s internal and external relations. HABC is the nation’s fifth largest housing authority. Our work includes coordinating all aspects of media relations, including:  

  • Writing press statements 
  • Issuing press releases and event advisories 
  • Leading crisis communications 

 

We are an extension of the communications division, advising on outreach and marketing efforts to engage employees, residents, elected stakeholders, community partners, board members and the authority’s digital presence through social media. HABC relies on our experience to help the housing agency navigate many issues such as wait lists, HUD requirements, Housing Choice Voucher Program (HCVP) related matters, testimony for public hearings, development projects, resident concerns and many others.   

DCHA:

Ceisler Media began to work with DCHA in 2024 on a variety of communications needs. Ceisler Media works as an extension of DCHA’s Office of Public Affairs and Communication, advising on outreach efforts to engage employees, residents, partnerships, various departments within the agency, and executive leadership. DCHA has relied on us for advice for housing agency specific issues such as waitlists, HUD requirements, Housing Choice Voucher Program related matters, and development projects.  

We have supported the development of communications plans, media relations, robust media monitoring, social media strategy, and content creation. The content creation varies from copy and graphics intended for social media posts (for DCHA and Executive Director Keith Pettigrew), blog posts, FAQs, and resident and staff newsletters.  

Our work related to media relations includes creating talking points for the Board of Commissioners and the Executive Director, facilitating media inquiries, and drafting and distributing media advisories, press releases, and media statements. Occasionally, Ceisler has taken the lead on drafting speeches for special events. 

Alexandria Redevelopment and Housing Authority (ARHA):

Ceisler Media has worked with ARHA on a variety of communications efforts since 2018. We have drafted content for ARHA’s LinkedIn page and the former CEO’s personal profile to amplify the authority’s messaging and content, positioning the CEO as a thought leader in this space.  

Our work has included handling the media relations efforts for ARHA, regularly drafting press releases and securing local media coverage, writing talking points and facilitating media training ahead of interviews. Our digital team has built property-specific websites for ARHA and assists with keeping them updated.  

Through our work with various housing agencies, Ceisler Media has helped tell the positive stories that often get overlooked, allowing housing authorities to reclaim their narratives.
