Caitlin O’Connor

Senior Director, Pittsburgh

As Senior Director, Caitlin leads the firm’s Pittsburgh office and works with clients to develop communication campaigns that advance their reputation, brand, and business goals. With over 15 years of experience working in strategic communications, public affairs, and politics, she understands what it takes to move the needle on public opinion and policy issues.

In her role, Caitlin works with clients operating in the corporate, advocacy, and non-profit sectors. She is an expert at messaging, pitching stores and getting them placed, building coalitions, and finding unique ways to engage with stakeholders. She has also developed expertise in crisis communications, working with clients to help them deal with unforeseen incidents and navigate the response process. She also received certification in crisis communications from the Public Relations Society of America (2019). Prior to rejoining the firm in 2025, Caitlin was a member of the Ceisler team for over seven years.

More recently, Caitlin was the Director of Public Relations and Communication Initiatives at the Southwestern Pennsylvania Commission (SPC), the federally designated metropolitan planning organization that serves 10 counties and the City of Pittsburgh. While there, Caitlin built a communications department from the ground-up, elevated SPC’s visibility around the region, and worked closely with the organization’s governing board and its Executive Director, former Allegheny County Executive Rich Fitzgerald.

Additionally, Caitlin spent nearly seven years in the political sphere where she held a variety of roles working for two members of the U.S. Congress: Congressman Tim Murphy and Senator Arlen Specter. She worked as a Legislative Correspondent on Capitol Hill in Washington D.C. and as a Community Liaison in Mt. Lebanon for Congressman Murphy. On the Hill, Caitlin managed the Congressman’s constituent and executive correspondence and was responsible for a variety of public policy issues and congressional caucuses that were a part of the office’s legislative portfolio. As Community Liaison, she represented the Congressman at meetings throughout the district, managed the office’s federal grant program, and executed outreach initiatives. During her time with Senator Specter (having worked for him before and after the famous party switch), Caitlin served as the only caseworker/field representative in his Northwest Regional office in Erie.

She has a master’s degree in public relations and corporate communications from Georgetown University and a bachelor’s degree in journalism (magna cum laude) from The George Washington University’s School of Media and Public Affairs. As an undergraduate, Caitlin served as a student volunteer in the Office of Presidential Correspondence at The White House during the Bush Administration.
